Thank you chair, I am the delegate of Afghanistan. Here is my brief speech.
In adopting the Millennium Declaration in the year 2000, the international community spared no effort to achieve it. As the Millennium Development Goals are putting into practice, the issues related to science, technology and innovation are becoming more and more important. In the environment of economic integration, Afghanistan believes a win-win mechanism is effective. Absolutely a platform between developed countries and developing countries of sharing is essential. The platform is to ensure that appropriate international networks are in place to enable all nations to share their experiences and best practices.
Secondly, the United Nations also plays an important part. The UN can be the bridge of each nation so that a mechanism to supervise and manage should be established. It can make sure that the production of new knowledge can be successfully applied to each nation’s needs. It can also ensure the protection of intellectual property right and the real use of the funds given by international organizations and some developed countries. Besides, it can provide information for the country’s development of science, technology and innovation.
Thirdly, as a least developed country, Afghanistan has following suggestions for developing countries:
·The lack of infrastructure is a basic question, so the government should make sure the infrastructure has reached a standard level.
·Increase the investment of education, especially the education for the women, and the government should balance the relation between higher education and the society.
·The government should promote the science, technology and innovation in commerce to encourage the development of economy.
Make no mistakes. This is a hard-won revolution in international affairs and it teaches us a vital lesson: if we preserve, we can find collective answers to this problem. So let us get to work, confident and determined. That would be a platform which to do even more in the years ahead.
