The Threat of Nuclear Terrorism
International concern over nuclear terrorism has increased steadily and is not to be neglected. The nuclear terrorism may do harm to the social stability, the environment and even the national security. We have reached the time when we must be responsible for these affairs so we cannot just sit back and let it go from bad to worse. Firstly, the international law about nuclear is not normative and strict enough, it is UN(United Nations)’s responsibility to complete it in all respects. In that way it can be strong enough to restrict some threat of nuclear terrorism especially from Iran and North Korea. Besides, a mechanism to supervise under the UNSCR (United Nations Security Council Resolutions) should be established particularly for some turbulent countries.
Secondly, Britain thinks it is essential to enhance multilateral cooperation to prevent it either formally or informally, such as GICNT (Global Initiative to Combat Nuclear Terrorism), IAEA (International Atomic Energy Agency), as well as EU (European Union). The EU has grown into a decisive political and economic power as a regional group in the multi-polarized world. Apart from what we have done, there are still something remained to be improved. Here is some advice:
a)To facilitate information sharing and best practice among states (database).
b)To set higher standards for physical protection in the context of determined and well-resourced adversaries.
c)To take measures to improve the transparency and trust so as to keep the stability and balance between each nation.
d)To establish a nuclear bank to provide the countries that doesn’t have the nuclear capability with enough nuclear fuel.
e)To build an institution to guarantee the safety and recyclability of nuclear production and to prevent it from leaking.
Facing with such threats, Britain stated that we would pursue the "minimum nuclear deterrence" strategy and at the same time decrease our nuclear arsenal. For the country that has already have the Nuclear capability (include Britain), they need to strengthen nuclear safeguard procedures to prevent it from stolen. It is also critical for each government to raise public awareness by teaching them the nuclear safety education.
Britain believes that if we preserve, we can find collective answers to this problem and draw a better future for the world!
